Favorite Fantasy Moments - Verbal Irony
"After the battle, his axes were sharp as spoons."
When a character states something with an underlying meaning that's different from its literal meaning, that's Verbal Irony. It usually involves simile or metaphor, and is mostly done intentionally by the character or writer.

How about "As useless as nipples on a breastplate"?
Game of Thrones, heh. That expression's true though. Verbal Irony's when the underlying meaning is opposite the literal one. "Hot as an iceberg," or "clear like dirt," are more solid examples of Verbal Irony.
Ohhhh that makes more sense. Hmm. So like "as smooth as sandpaper" ?
Or, "soft as concrete."
