If you've left the /Polls community for whatever reason, I encourage you to come back, check out the new Rules Page and see if that seems more like a community that you'd like to be a part of.
I'm also going to be more diligent in enforcing the rule.

Left because of political spam, which is still not covered under your rules.
You're leaving yourself wide open to polite trolls with these rules. The ones who'll show up with horrible opinions in politely worded language, and then point the finger at people who are rightfully calling them a moron for being "belittling". You'll have to moderate based on tone rather than content.
If I were you, I'd do something more like:
Add the "Sexism, racism, homo/transphobia, ableism, and religious intolerance are permanently banned." thing to the new post reminder bar. You can make a public announcement temp-banning other topics that come up endlessly and persistently cause people to lose their minds in the comments, "for the sake of your sanity" or something, add them to the reminder bar for a week or so, and remove new polls on the topic if they get posted. This gives people time to cool down, and stops the outrage machine that's making your workload 500 times bigger than it needs to be.
With this, you'd be able to react to situations based on content rather than tone, and stop spam poll topics that are irritating people (and probably you) enough to cause arguments in the comments.
Yes, I'd like to. Tone is very important in having an adult conversation. We should not be treating each other with disrespect, and I don't want that in my community.
You get more flies with honey than you do with vinegar. (Some may argue you get more flies with rotten meat than you do with vinegar, too, but Reddit already exists. I'd rather Imzy be filled with honey. Just my opinion.)

I like your idea of putting a note in the reminder bar letting posters know if certain topics have been covered extensively already or are being covered a lot recently, and asking them to really think about what they're posting to see if it hasn't been covered yet.
This is already covered under "Imzy's Community Guidelines". Obviously those things would result in site-wide action by the admins, I would imagine. I don't think I need to reprint the entirety of Imzy's Community Guidelines in my sub. Linking to it should be sufficient, I think.
We haven't had any problems with those things yet. If they become problems and the community needs a reminder, I will do that.
As it is, I don't believe in permanently banning anyone until they've had a cooling off period. Permanently banning them is essentially issuing a death-penalty, and I don't believe in that. Everyone deserves second chances, because that's how people learn. We have to give people the opportunity to learn and grow, otherwise what are we doing this for?
You aren't going to enjoy what you'll get with a community moderated based on tone. This is my motivation for saying that.
I've seen it happen, and it's a death spiral that leaves your community fractured and everyone you might have liked in it gone.
That's is a noble sentiment, right up until you're forcing your community of decent people who gathered to screw around with silly polls to put up with assholes so that the assholes can learn to be better people.
I've read that article. That's precisely why I chose the rule "Don't be a dick".
If someone is being a dick/asshole, report them, and I will be the judge. If a person is deliberately annoying the community, as I mention in my rule clarification, I will deal with it. If the receive a temporary ban, and then come back to do it again, we'll deal with each on a case-by-case basis. But everyone deserves a second chance.

Seconding the "Polls on certain topics may end up temporarily banned" suggestion so hard. I also left the community because of the political spam and every time I go back to check if it's improved, it seems like there's another weird niche topic that somebody is posting repeatedly about. It might also be worthwhile to limit polls per user per day, or even per week.
I'm not sure there's a way to automatically do any of those things.
The idea is to allow people to ask the community about whatever is on their minds.
