Krita (https://krita.org/en/) and Medibang (https://medibangpaint.com/en/pc/) are completely free art programs and are also really good!
Clip Studio sometimes has limited sales where you can get it fairly cheap and it has some nice features too.
I think SAI and Clipstudio are good programs for starters because they offer a stabilzer which helps a lot when your starting with digital art :)
I agree these are pretty good , krita is probably the absolute best free software It's basically the same as Photoshop when it comes to drawing even the shortcuts mostly it's what I use
You can try gimp. Also while I don't condone piracy I know alot of digital artist that are using unlicensed versions of photoshop. It's not going to harm anyone and Adobe are not going to go bankrupt any time soon. Then when you are good you can give back by buying a subscription to Adobe I have basic Photoshop for 9.99 euro a month. But if it's purely drawing you want to do clip studio it's amazing!
Photoshop is $20/month. If that's too expensive, your options are a little bit limited. Paint Tool SAI is a very good alternative, for a 48$ one-time license, and it behaves very similarly to Photoshop. Clip Studio Paint is also only 49$, and although I haven't used it myself it seems fairly robust and easy to navigate.

In my opinion I think you should try FireAlpaca as your first software.

Also if you watched the "lazy with lines" video, I'm relatively sure that clipstudio even has that built-in.
