Seconding what @MisterWoodhouse said. Here's some suggestions from my end, keeping in mind I have some communities that are more successful than others.
Schedule posts. Figure out when your community is more active.
Polls are a good way to engage people.
Bringing multiple leaders on board is a good way to brainstorm things.
Rules should be clear. Write them out and post them, and look at them again a week later and make sure they still make sense. Every now and then check in with the community about rules make sure they're working or if they need tweaking. (They work, but I'm having a really hard time with the no using the letter "P" on every other Tuesday? Which is the other Tuesday again?")
Here's my very simple guide to community leadership:
Set some simple rules by which you expect your members, your leaders, and you to abide.
Set a good example with your posts and comments.
Post often.
Try to comment on as many posts as you can, always saying something that shows you read what was said.
