For scissors: both pair of scissors and scissors. You may want to use pair of scissors when you want to remove ambiguity over singular and plural. Do not use the singular scissor as a noun.
So if you're in a room full of scissors:
Hand me a scissors.
Is acceptable but ambiguous.
Hand me a pair of scissors.
Is less ambiguous. (Also, IMO less grating.)
In gymnastics and wrestling, there are moves called "scissors" and those are always singular.
Even as a lefty, I could never figure out left-handed scissors. ::bows head in shame::
Because they're made of suck.
