    I'm sympathetic to those opposed to the peace deal. I'd be pretty upset too if I thought that the people who murdered my friends and family were not only getting away scot-free, but also getting guaranteed seats in the senate.

    But at the same time, the rebels would never accept the peace deal if they thought that they would be imprisoned or executed afterwards. They would fight to the bitter end, leading to more deaths and suffering.
