The Democratic Republic of Congo will not be able to afford an agreed presidential election this year, the government says. Budget Minister Pierre Kangudia said the cost of organising the poll, which was said to be $1.8bn (£1.5bn), was too expensive.

Is this something that the Africa Union would be willing to step in and help out with? It is on everyone's best interest that smooth transitions of power become the norm in Africa, much like the issue in The Gambia earlier this year.
I'd certainly hope so, but knowing the political situation in the DRC, a) I wouldn't be surprised if the government is just flat-out lying about not being able to afford the election to pocket the money, and b) I think many AU leaders just see elections in the DRC as another risk to their own safety since each one is typically followed by uprisings against the new administration.
