My dad actually worked there for a bit (not as a fighter), he felt that all the terrible things they did over seas wasn't because they were terrible people, just incompetent and stupid. "what do you mean I need a license to ship a bunch of guns overseas?" "what do you mean their are rules of engagement?"
The one reason charter and private schools perform better then public schools on paper, they can choose who they accept and kick out anyone they want. Public schools have to take everyone and cant easily kick out troublemakers or kids with problems, charter and private schools can. Also charter and private schools do not have to meet all the standards public schools do.
