Prior to the 2016 election, Eddie Lee Holloway Jr., a 58-year-old African-American man, moved from Illinois to Wisconsin, which implemented a strict voter-ID law for the first time in 2016.

    A lot of articles that talk about voter laws mention something similar to this:

    In Mississippi, Virginia, and Wisconsin, strict voter-ID laws had an especially pronounced negative impact on African-American voters.

    I'm going to have to look this up obviously, but I don't understand why this is an issue with African-American voters. Was there a widespread problem of birth certificates being issued with errors? Are we finding African-Americans move more and then (understandably) neglect to update the ID? Is it harder for African-American to get IDs...in general?
