In U.S. K-12 I've had all-white teachers. There was one white Hispanic woman at the later end, but that's as diverse as it got. The student population was much more diverse, and the education staff now is more diverse.
There's nothing inherently stopping white teachers from connecting with students, and there is certainly a lot of room to grow into the educator role, along with developing empathy and acquiring sociopolitical knowledge, but educators directly experiencing a lifetime of significant systemic differences in treatment could have prevented a lot of microaggressions I received from them as a student.
