The apparent randomness of the victims makes me think this is the work of someone with severe mental illness. (Although, let's be honest--what serial killer ISN'T mentally ill?) But someone experiencing the disordered thinking of schizophrenia or extreme mania seems more likely to use a gun and choose victims at random. (I'm thinking of Richard Chase, the Vampire of Sacramento). More organized serial killers tend to have more sociopathic illnesses.
