This kind of thing irritates the crap out of me.

But for it to be (at least partially) motivated by a low birth rate? Disgraceful.

If you want to raise the birth rate, make it easier to have kids. Make education cheaper and more accessible, have some sort of child allowance/stripend from the gov for each child, invest in proper childcare facilities for working mothers, make it easier for working mothers by encouraging job sharing. De-stigmatise single mothers, and make it easier to be a single mother. Then those who want a baby but can't because of financial reasons will have the baby you later want in your work force!

But do not force them to have a baby when they don't want to. That is too cruel.
